The City of Quitman was the recipient of a grant from the Mississippi Development Authority, Community Services Division, through funding made available by the Community Development Block Grant (CDBG) Public Facility Program for sewer improvements. A second public meeting will be held at the City Hall in Quitman, Mississippi on Monday, March 7, 2022, at 3:00 p.m. The purpose of this meeting is to provide citizens with information regarding the progress of the activities undertaken through the CDBG Program and to receive citizen input regarding that progress. All comments are welcome.

REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES
The Town of Shubuta requests proposals from qualified firms or individuals to provide engineering services for work related to the implementation of approved FY2022 CDBG project(s). You are invited to submit six (6) copies of a proposal, in accordance with this request, to the Office of the Town Clerk, Town of Shubuta, P.O. Box 416/ 182 East Eucutta St., Shubuta, MS 39360, no later than 10:00 a.m., on March 2nd, 2022.
The Engineer will be responsible for preparing project cost estimates for application preparation for the proposed CDBG PF application for sewer improvements and, if awarded, the selected Engineer will provide all engineering services through project closeout in accordance with federal, state and local laws, regulations and policies. The scope of work includes, but is not limited to, the following: 1) prepare plans and specifications; 2) distribute bid documents; 3) assist in bid opening and prepare bid tabulation; 4) assist in the execution of construction contracts; 5) hold pre-construction conference; and 6) perform construction inspection including periodic reports to the Town Shubuta and approve all payment requests.
The Town of Shubuta is an Equal Opportunity Employer. The Town encourages Minority-owned Business Enterprises (MBEs) and Women-owned Business Enterprises (WBEs) to submit proposals. The Town also encourages Section 3 eligible businesses to submit proposals. Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 17010) requires, to the greatest extent feasible, that the Town and its contractors that participate in the above-referenced program give opportunities for job training and employment to lower-income residents of the Town of Shubuta. Section 3 also requires that contracts for work in connection with the Section 3 area be awarded to Section 3 eligible business concerns.
All proposals must be submitted in a sealed envelope and marked with the following language: “Proposal for CDBG Engineering Services.” Proposals will be evaluated on the following factors: Qualifications (40 points); Experience (40 points); and Capacity for Performance (20 points). To be evaluated properly, the following must be addressed in detail:
Qualifications – List qualifications of persons assigned to the project;
Experience – Information regarding the firm’s experience and the projects previously undertaken, including the type and amount of grants awarded, the project activities, and the status of the projects;
Capacity for Performance – Identify the number and title of staff assigned to provide services.
The Town will designate a selection committee to evaluate each proposal. The selection committee may hold proposals for a period to not exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The Town reserves the right to reject any and/or all proposals.
Subject to CDBG award(s) and the removal of all environmental conditions, the Town will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to the Town, price and other factors considered. The contract will include scope and extent of work and other essential requirements. An individual contract will be executed for each awarded project, and the contract will be on a fixed price basis. The Town has the authority to terminate the selection at any time.

WHEREAS Lee F. Vinson, a late resident citizen of Clarke County, Mississippi, died intestate on December 12, 2021, having at the time of death goods, chattels, rights, credits or other property in this State, and Jaynice Neely Vinson was appointed as Administratrix of the Estate of the Decedent by the Judgment Admitting Will to Probate and Appointing Executrix, and the statutory oath having been taken and the required bond filed, these Letters Testamentary are issued.
The above-named fiduciary shall promptly proceed to administer the Estate as required by the laws of the State of Mississippi. The fiduciary is granted full power to proceed to take into possession all properties of the Decedent and timely file an inventory and appraisal thereof unless such is ordered waived. The fiduciary shall first pay the lawful debts of the decedent so far as the assets will allow and hold the remaining assets pending further order of this Court respecting delivery to the persons entitled thereto. The fiduciary shall make all other reports and accountings required by law and, promptly discharge all the duties required by law or by the order of this Court.

All projects funded under the Mississippi Water Pollution Control Revolving Loan Fund Program undergo a review to determine whether the proposed project will have a significant impact on the environment. In making this determination, the Department assumes that all of the facilities and actions recommended in the facilities plan will be implemented. The facilities plan for this project is entitled “City of Quitman Wastewater Facility Plan” dated January 2022 and prepared by Fontaine Engineering, LLC.
The proposed project includes cleaning and CCTV, CIPP and point repair rehabilitation of 21,992 linear feet of 6-inch to 21-inch gravity sewer mains, 25 manhole grade adjustments, 465 vertical feet of manhole rehab lining, and related appurtenances. The estimated project cost is $1,800,000, and the anticipated loan amount is $1,800,000, which includes $1,350,000 of subsidy. The location of Phase I of the proposed project is within the west side of the city limits.
The Mississippi Office of Pollution Control has determined that the proposed project meets the criteria for receiving a categorical exclusion from further environmental review. However, this determination can be revoked if significant adverse information becomes available.
