REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES
The Clarke County Board of Supervisors (OWNER) requests proposals from qualified firms or individuals to provide engineering services on an as needed basis for the following programs: Mississippi Municipality and County Water Infrastructure (MCWI) Grant Program, and American Rescue Plan Act (ARPA). You are invited to submit five (5) copies of a proposal, in accordance with this request, by mail or hand‐ delivered to: Office of the Purchase Clerk, Clarke County Board of Supervisors, P.O. Box 689, Quitman, MS 39355 (PH: 601‐776-1011), no later than 10 a.m., on January 6, 2023. Selection of an Engineer will be based on the criteria established in this Legal advertisement. Engineer(s) shall not submit any cost or price information with their proposals. Engineer(s) should submit complete proposals sufficient for final selection of the most qualified engineer. The Engineer will be responsible for assisting with project funding applications and, if awarded, the selected Engineer will provide all engineering services through project closeout in accordance with federal, state, and local laws, regulations, and policies. The scope of work includes, but is not limited to, the following: 1) prepare preliminary cost estimate, plans and specifications; 2) distribute bid documents; 3) assist in bid opening and prepare bid tabulation; 4) assist in the execution of construction contracts; 5) hold pre‐construction conference; and 6) perform construction inspection including periodic reports to the OWNER and approve all payment requests. The selection committee may hold proposals for a period to not exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals.
The OWNER reserves the right to reject any and/or all proposals. The OWNER will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to the OWNER, price and other factors considered. The contract will include scope and extent of work and other essential requirements. The contract will be on a fixed price basis. The OWNER has the authority to terminate the selection at any time.

Request for Qualifications for Engineering Services
The Village of Pachuta requests Statement of Qualifications (SOQ) from qualified firms or individuals to provide engineering services for work related to planning, engineering, and implementation of water, sewer and/or other infrastructure projects with funding from The American Rescue Plan Act and/or other Federal and State funding.

Pruet Production Company's, McLeod 30-11 Number 1 Production Facility, located at 4715 Highway 18 West, Lease Road, in Quitman, MS, and Fleming et al 30-15 Number 1 Production Facility, located at County Road 118, in Quitman, MS, (601) 948-5279 have applied to the Mississippi Department of Environmental Quality (MDEQ) for the following permitting action(s): Construction Permit Modifications, Air Ref. No. 0440-00067 and 0400-00068. The applicant's operations fall within SIC Code 1311. A Statement of Basis has been prepared that contains a discussion of the decision-making that went into the development of the permit and provides the permitting authority, the public, and other government bodies a record of the technical issues surrounding issuance of the permits. Pruet Production Company (Pruet) McLeod 30-11 Number 1 Production Facility and Fleming et al 30-15 Number 1 Production Facility are oil and gas production sites categorized under SIC Code 1311 located in Quitman (Clarke County), MS. Pruet purchased the McLeod 30-11 Number 1 Production Facility and Fleming et al 30-15 Number 1 Production Facility from Sklarr Exploration (Sklar) in November, 2018 and was transferred the associated construction permits. The primary function of both facilities is to recover crude oil and natural gas from their respective well completions for separation into a marketable product
Pruet has provided the DEQ with updated well data demonstrating that the maximum, uncontrolled emissions of each facility fall below the Title V thresholds for all criteria pollutants. These emissions allow both facilities to be classified as True Minor Sources. As such, both permits will be modified to remove all existing, non-applicable monitoring, recordkeeping, and reporting requirements.
The staff of the Permit Board has developed these draft permits based on information submitted to the Permit Board by the applicant, appropriate State and Federal agencies and other interested parties. The staff of the Permit Board is soliciting all relative information pertaining to the proposed activity, including public comment, to ensure that the final staff recommendation on the draft permit complies with all State and Federal regulations. Public review and comment on the draft permit and supporting documentation is an important element in the staff evaluation and resulting recommendation to the Permit Board. The draft permit conditions have been developed to ensure compliance with all State and Federal regulations but are subject to change based on information received as a result of public participation.
Persons wishing to comment upon or object to the proposed determinations are invited to submit comments in writing to Clinton Gentry at https://www.mdeq.ms.gov/Gentry-Clinton/ or to the Permit Board address shown above, no later than the end of the thirty (30) day public notice.
