October 2021
Mayor Chancelor recognized Wendy Powell with MS Power Company. MS Powell presented information and a contract for security cameras to be placed in the Town of Enterprise. The contract would be for five cameras for five years with video storage at a price of $567 per month. Mayor Chancelor recommended to table this item for the time in order to check into different options for security cameras.
Mayor Chancelor recommended the following events for the town:
Saturday, October 30, 2021, from 5 p.m. to 8 p.m. for the annual trick or treating time. No trailers will be allowed. Motion was approved by all.
To approve of a Fall Festival to be held in Ritchey Park on October 30, 2021, from 4 p.m. to 8 p.m. hosted by the Enterprise Community Development Club. This will be a free event, open to the public. Motion was approved by all.
Clerk Ruth Combest presented the following business:
• to amend and increase the budget for line item 001-100-3 71 to purchase a 2021 Dodge Durango from Mac Haik Chrysler Dodge for the Police Department. Motion was approved by all.
• to return to Meridian Police Department, the 2011 Ford Crown Victoria that was donated to the Town due to issues with the title of the car. Motion was approved by all.
• to approve and include in the minutes a list of final budget amendments for the 2020-2021 budget year. Motion was approved by all.
Assistant Water Superintendent Bobby McNeill provided a quote to purchase a new lawn mower for the Public Works Department. This will take the place of the prior quote that was approved. The cost of the mower on State Contract from Wilson Saw is $6082.23. Motion was approved by all.
Police Chief John Griffith requested to reimburse Officer Macy Torrey for birdshot that will be needed in his upcoming firearms certification course. Motion was approved by all.
Officer Bradley McNeece requested to be able to close off Main Street to thru traffic during Trick or Treating on Saturday, October 30, 2021. All affected residents are to be notified prior to the event. Motion was approved by all.

November 2021
The mayor and board of aldermen met in regular session on November 2, 2021.
Mayor Chancelor:
• stated that the Enterprise Christmas Parade and Community Event will take place on Saturday, December 11, 2021, with time to be determined at a later date
• presented a proposed drawing for a boat ramp
Alderman Phillips stated that the Town is in need of a new town flag.
Clerk Ruth Combest presented the following items of business:
• health insurance rates for the full-time employees will go down by 15% in January 2022.
• November 11, 2021 (Veterans Day) and November 25-26, 2021 (Thanksgiving Holidays) have been approved by the governor for Town offices to be closed.
Water Superintendent Randy Freeman requested that the Security Vulnerability Assessment and the Emergency Response Plan be spread across the minutes, that are on file in the vault. Mr. Freeman also stated that the papers have been signed for the water tank painting project. The Town is in line to get the work done.
Police Chief John Griffith stated that the part time officers hours had gone over for the month of October, but he would cut back in the future to balance it out for the end of the fiscal year.
Old Business:
• Mayor Chancelor informed the board that a copy of the personnel policy was included in the folders and to review them for the next meeting so that the policy can be updated.
• Different options are being looked into for security cameras in the town.
• A sight has been secured for the old concrete from the sidewalks that need to be replaced. That project can proceed.
The board voted unanimously to adjourn the meeting.
December 2021
The mayor and board of aldermen met in regular session December 7.
Mayor Chancelor inquired of the status of the sidewalk project. Randy Freeman stated that it was on hold until the weather is better suited for the dirt work that will need to take place.
Clerk Ruth Combest informed the board of the IIMC Annual Conference that will be held in Little Rock, Ark., in May of 2022. Clerk Combest will apply for a scholarship to help pay for the cost of the conference if the board will approve to send her to the conference. Motion was approved.
Water Superintendent Randy Freeman presented a quote from Smith’s Southern Landscaping in the amount of $1245 to plant 30 hedge bushes behind Town Hall where the fence has blown down from prior storms. This will be a cheaper, more permanent solution than replacing the fence. Motion was approved.
The meeting was recessed until December 21.
December 21
Mayor Tony Chancelor called the meeting to order, gave the invocation and presented the following business:
(1) stated that he had spoken to Reggie Goldman about the security cameras for the town. Alderman Heath Kasselman made a motion to have Mr. Goldman to come to the January board meeting to obtain more information. Alderwoman Emily Chancelor seconded the motion, and all were in favor.
(2) inquired about the status of personal property that had been misplaced by former police personnel. Officer McNeece stated that he had spoken to District Attorney Kassie Coleman. Mrs. Coleman’s office had reached out to the State Auditor’s Office about the Town reimbursing the property owner for his personal property. Officer McNeece is to get a letter from District Attorney Kassie Coleman stating the Town of Enterprise can reimburse the property owner. Officer McNeece is to have the property owner sign a release of liability. Alderman Heath Kasselman made a motion to reimburse the property owner under the preceding conditions. Alderwoman Emily Chancelor seconded the motion and all approved.
(3) asked for a motion to hire Officer Bradley McNeece as Police Chief. Alderman Heath Kasselman made a motion to hire Officer McNeece as Police Chief. He will remain at his current rate of pay while getting certified and will be on a probation period of 90 days. After the probation period, pay rate will be reevaluated. Alderwoman Emily Chancelor seconded the motion. Alderman Darrel Phillips and Alderman Ben Moore voted against the motion. Mayor Tony Chancelor voted yes to break the tie.
(4) asked for a motion to send Officer Bradley McNeece to the New Police Chiefs Orientation that will be held in Ridgeland, MS, in January 2022. Alderman Heath Kasselman made a motion, seconded by Darrel Phillips and all were in favor.
Officer Bradley McNeece asked to rehire Austin Touchstone as a part time officer. Alderman Ben Moore made the motion, seconded by Alderman Darrel Phillips and all were in favor.
Clerk Ruth Combest presented information on purchasing a new flag for the town. Alderman Darrel Phillips recommended to table the purchase of the flag for two months.
