REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES
The Wautubbee Water Association (OWNER) requests proposals from qualified firms or individuals to provide engineering services on an as needed basis for the American Rescue Plan Act: Rural Water Associations Infrastructure Grant Program.
You are invited to submit three (5) copies of a proposal, in accordance with this request, by mail or hand-delivered to: Wautubbee Water Association, 7121 CR 130, Enterprise, MS 39330 (PH: 601-513-6521) no later than 2 p.m., on August 29, 2022.
Selection of an Engineer will be based on the criteria established in this Legal advertisement. Engineer(s) shall not submit any cost or price information with their proposals. Engineer(s) should submit complete proposals sufficient for final selection of the most qualified engineer. The Engineer will be responsible for assisting with project funding applications including the preparation of facility plan(s), if necessary, and, if awarded, the selected Engineer will provide all engineering services through project closeout in accordance with federal, state, and local laws, regulations, and policies. The scope of work includes, but is not limited to, the following: 1) prepare plans and specifications; 2) distribute bid documents; 3) assist in bid opening and prepare bid tabulation; 4) assist in the execution of construction contracts; 5) hold pre-construction conference; and 6) perform construction inspection including periodic reports to the OWNER and approve all payment requests.
The OWNER is an Equal Opportunity Employer. The OWNER encourages Minority-owned Business Enterprises (MBEs) and Women-owned Business Enterprises (WBEs) to submit proposals.
All proposals must be submitted in a sealed envelope and marked with the following language: “Proposal for Engineering Services.” Proposals will be evaluated on the following factors: Qualifications (40 points), Experience (40 points), and Project Knowledge (20 Points). To be evaluated properly, the following must be addressed in detail:
Qualifications –The qualifications of the firm and persons assigned to the project;
Experience – The firm’s experience and the projects previously undertaken, the project activities, and the status of the projects;
Project Knowledge – Familiarity with the OWNER’s infrastructure and the proposed funding programs
The OWNER will designate a selection committee to evaluate each proposal. The selection committee may hold proposals for a period to not exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The OWNER reserves the right to reject any and/or all proposals.
The OWNER will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to the OWNER, price and other factors considered. The contract will include scope and extent of work and other essential requirements. The contract will be on a fixed price basis. The OWNER has the authority to terminate the selection at any time.

ORDER OF THE BOARD OF ALDERMEN OF
THE TOWN OF STONEWALL, MISSISSIPPI
SETTING A SPECIAL ELECTION
WHEREAS, the Board of Aldermen of the Town of Stonewall, Mississippi, met in special meeting on August 9, 2022, finding that a vacancy exists in an elective municipal office, due to the resignation of Alderman Benjamin Fleming, on August 3, 2022; and
WHEREAS, the Board of Aldermen further finding that the unexpired term of said office exceeds six months, therefore, pursuant to 23-15-857 of the MS Code of 1972, a special election must be held in the municipality of Stonewall, Mississippi, to fill the vacancy of Alderman;
IT IS, THEREFORE, ORDERED that a special election shall be held within the municipality of Stonewall, Clarke County, Mississippi, on September 20, 2022, to fill the unexpired term of Alderman Benjamin Fleming.
IT IS FURTHER ORDERED that the Town Clerk will give notice of said election, as required by law.
Alderman Ricky Carpenter moved to adopt the Resolution and Order, duly seconded by Alderman Richard Smith. The vote was as follows:

Each candidate for the said office is required by law to qualify by 5:00 p.m. at least twenty (20) days prior to the date set for the said election. No qualifying fee shall be required of any candidate.
If no candidate of said Town in said election receives a majority of the votes cast therein, the two candidates receiving the highest number of votes shall have their names placed on the ballot for a run-off election to be held three (3) weeks, thereafter.

Request for Qualifications for Engineering Services
The Town of Stonewall requests Statement of Qualifications (SOQ) from qualified firms or individuals to provide engineering services for work related to planning, engineering, and implementation of water, sewer and/or other infrastructure projects with funding from The American Rescue Plan Act and/or other Federal and State funding.
You are invited to submit SOQ, in accordance with this RFQ to the Town of Stonewall, P. O. Box 1059/801 Erwin Road no later than 2:00 p.m. on September 7, 2022. The Consultant Engineer will be responsible for performing all planning, engineering and implementation services through project closeout in accordance with federal, state, and local laws, regulations and policies. The scope of work includes but is not limited the following: 1) prepare preliminary cost estimate and preliminary engineering report; and if grant is awarded 2) prepare plans and specifications, 3) distribute bid documents, 4) assist in bid opening and prepare bid tabulation, 5) assist in the execution of construction contracts, 6) hold preconstruction conference, and 7) perform construction inspection including periodic reports to the Town of Stonewall and approve all payment requests. Take notice that Pete's Pumping & Well Services, LLC has filed a petition in this docket requesting that this Board enter an order granting an extension of inactive well status for the Carmichael et al 29-8 No. 1 Well. Said Petition will be heard by this Board at 9 a.m. on September 21, 2022, in Suite E, 500 Greymont Avenue, Jackson, Mississippi 39202, at which time and place all interested parties may appear and contest said matter. A copy of said Petition and documents filed therewith are on file in the office of this Board and may be there examined by any person interested.
